Focus Focus during the study at the ISNM was on e-government - an emerging topic in the public sector which requires expertise from different areas such as law, technology, politics, business administration or marketing. My master thesis is an analysis of the building permit processes in the district of Soest (Germany) which has been digitised to a high degree. My interest in this thesis: a critical analysis of all those claims related to "hot topics" in the area of employment of digital technology - more efficiency, transparency, quality etc.
